Yair is a PHD candidate of the Advanced Research-Studies Program ("Telem") of the Department of Political Science at the Hebrew University of Jerusalem. His field of interests includes political economy, regulatory governance, public policy and sociology and politics of professions.

His PHD studies the political economy of occupational licensing. The research includes cross occupations and cross states analysis of occupational regulation, with the aim of understanding the phenomenon across different contexts. It explores the evolving role of the state as a regulator, and it sheds light on the development of regulatory capitalism during the 20th & 21st centuries.

During his PHD studies, Yair was a guest researcher in the Berlin Social Science Center (WZB) in the research group Globalization, Work and Production.

Prior to his PHD studies, Yair completed an undergraduate degree in Law and Political Science at the Hebrew University, followed by an MA (magna cum laude) in political science. Yair is a certified lawyer, and he practiced in the department of High Court of Justice at the State Attorney, and in private firms in the field of intellectual property. Today he engages with policy advisory in the subjects of occupational and economic regulation in Israel, and takes part in the OECD research unit of occupational regulation.
