עירא שרקנסקי גדל בבוסטון, מצ׳וסטס בארצות הברית. למד ב-Wesleyan University, וקיבל דוקטורט מאוניברסיטת וויסקונסין בארה״ב. שימש כפרופסור וחוקר אורח ב-Ball State University, Florida State University, University of Georgia, University of Wisconsin.

עלה ארצה ב-1975, והצטרף לאוניברסיטה העברית. התמחה במנהל ציבורי ומדיניות ציבורית. ניהל את התוכנית במדיניות ציבורית, והדריך מספר מסטרנטים ודוקטורנטים, גם ב-Wisconsin וגם באוניברסיטה העברית.

מאז שפרש ב-2005, המשיך לפרסם בלוג ב-Facebook על פוליטיקה בארץ ובמקומות אחרים.
